Ruins among the skyscrapers

Up on a hill overlooking a major expressway is a ruin of apartment buildings.  I drive by all the time and figured out how to get there, but could only get as close as this chair to take a picture.  You can possibly see the roof of the buildings and the cars below on the expressway.  Everything around the place is in great shape so hopefully something interesting will be done with the property but it has been looking like this for a long time.
