name that tree!

I went for a walk to the post office to pick up a parcel and went via the park. Have always been fascinated by these trees - that look like they have been wrapped in ribbons. In fact the first time I actually thought someone had as it was all split and hanging off. Have no idea what they are but very eyecatching....a lot more exciting than my parcel! ;o)
