Birthday boy

It's a baffling puzzle to Bert as to who put up this bunting across his window. He discovered it when he drew back his curtains this morning and has spent the day asking all his friends and everyone in the neighbourhood if it was them. He'll probably never find out, he is delighted with it. Well, he's always telling me that he is a little orphan with no family left, but it's hard to tell with him for he's just full of jokes and laughter.
