A lot of bull

In front of a Mexican restaurant, Ole'! Ole'!, sits this almost- life sized anatomically correct bull. It has a folk art feel to it, but I'm not sure what it's made of (why didn't I feel it??) It looks as though he gets turned out during business hours and herded back in on his dolly at night.
