Front line on the golf course

I go away for a week and the local golf club erect a new barbed wire fence along Morpeth Common where Jack gets his morning walk. Not sure why they need such a barrier, the original in front has 3 lines of barbed wire. The only likely transgressors are the young bullocks and cows who graze there during the summer. Maybe it was on offer
