clean it up

There is a dog owner on our estate who repeatedly allows his mutt(s) to crap anywhere and he just leaves it.
The council have stencilled signs around the streets and put covert CCTV up plus a great big sign on the fence.
The kids in the area, not to be outdone, feel that there aren`t enough signs so have added a few of their own.
Can`t make out if their dog has a very bushy tail or is having an exceedingly big dump
