Poetry in the window

At a first glance, this looks like a piece of newspaper covering a broken bit of the window. However, the window is not broken, and the newspaper contains what seems to be very somber poetry. Since it is not legible, it is serves no purpose as far as I'm concerned. In short, a mystery!
