Mysterious baltic herrings

Since December to the bus stops of Eliel square in Helsinki, has been regularly appearing piles of bread and fresh Baltic herrings. Is there a mysterious fish terrorist on loose...or is someone feeding the birds. I hope this will end before Summer or else there will be serious problems with the seagulls. Anyway in today's foto mysterious Baltic herrings.
