Sideways Queue

In all the cities I've been in I can't say I've ever seen people queue shoulder to shoulder in a single line facing the road.

I almost laughed when I walked along the front of them and realised that this was a bus queue but sheepishly only braved a shot from behind. Every bus stop in the fair city of Adelaide was the same. Has anyone else come across this?
