That time of year

When budgets get used up doing all sorts of odd little jobs around the place so that next time round no one can say, 'your department didn't need all the money we allocated to it, so we've decided to cut back.' Is that a good thing, when lower priorities can get a bit of attention when the contingency hasn't all been spent, or is it wasteful, spending money on things that don't really need it? Double yellow lines on a road junction in a quiet back street being a case in point. Although the Highway Code is apparently only advisory on this point - without the yellow lines there is nothing that can be done about it, unless it's deemed to be dangerous. Wouldn't it be easier to make it law, along with several other bits of the Highway Code, thereby saving a whole lot of yellow paint around road junctions all over the country? Quite why they didn't go all the way round the corner is beyond me, unless it was quite literally using things up and they ran out of paint.
I did also take it without my feet in the frame, but liked it better with them in.
