Why?

For reasons I am not aware of nor can fathom someone has decided to padlock a gate leading to an unused, mostly untended former bowling green adjacent to some of Stirling's most famous historical landmarks. It's a shiny new padlock so its a recent happening.

It's pretty useless really as the stone wall dividing a walkway and the grass on the other side is only about 3 feet high and one can easily climb over it. There are no 'keep out' signs or other warning signs eg 'danger of anthrax' or 'spores from the great plague lurk here' etc so why this new deterrent is needed is beyond my comprehension.

Why does it bother me? Well it blocks convenient access to the green which a good place to get photographs of some famous landmarks.
