Standing guard

I know I have blipped Joensuu city hall on several occasions but never any details, just an overall view of it. These statues are located on the facade of the building. I'm not sure what they are holding, but to me they look a bit like garlands. Maybe they're frisbees or bagels.

Nice, sunny day here, as you can tell. Relatively warm as well.
