Intriguing

I was taking photos from the roof of the carpark again, and I noticed this on at the Wesley Uniting Church. It looks like a nativity cut out, maybe with a cord running through the window to it? But is it just there for the benefit of those mad people who spend hours staring out from the tops of carparks? Does it light up? Does it stand up for the Christmas season?
