Leaky Water Pipe...?

In front of my house on Grove, there is a wet spot. Yes, the road is bleeding. The spot here in the picture never dries. On really cold days it freezes. I'm a little concerned. I wonder if there is a leaky pipe under the street. There must be. There is no other explanation, is there? We can go days without rain or snow, and this spot will consistently be wet.
