Hoax?

I read about this graffiti in the Metro this morning and was excited to spot it on my way to the bus station this afternoon.

It depicts Cameron and Johnson as rioters painted on a wall previously adorned by a Banksy. The graffiti has not (yet?) been claimed by the artist.
