A Matter of Opinion

No collie shots today.
Instead this work of art, well I suppose it's a matter of opinion.
Since blipping I've started to look at things around me a little differently. When I saw this it got me thinking about how people look at it. For me it doesn't offend and made an interesting subject to photograph.
So what do others think? Art? Graffiti? Vandalism? Or something else?
