Actually this chap was so well tethered that he wasn't able to do much jumping around, never mind swoop down to fight any crime.

He was working on the new glass roof over Waverley railway station, installed so train users can have a few precious metres of shelter from the elements before hitting Princes Street. Maybe someone did a study that showed visitors were running back on to the train as soon as they saw the weather in Edinburgh. Looks nice to me, anyway.
