I had a mooch around Brighton on a very grey day. Everyone looked so miserable! I spent a lot of time around the North Laines area - according to the tourist friendly street signs it's now "The Cultural Quarter"
It has always been a kind of bohemian, counter culture area and now the council are trying to promote it, though it's always done well enough on it's own.
I noticed that there are murals everwhere, brightening fairly ugly areas such as these small parking lots behind the businesses. I saw at least twenty - they are so much nicer than the ubiquitous tag-style graffiti.
