Don't jump !

I was at the Sheriff court today ( I had to enter a recovery motion) and on my way in, I saw this sign.
Do folks really get up on these walls for a wee dance on their way to and from perdition? And wouldn't the sight of some dancing lawyers, bat capes flying, be wonderful...
