Fragmented, distorted and disconcerting

Not me you understand but this was my view through the windscreen across the Harbour to buildings on the north side this morning. The black line is a boat hawser. The torrents continued throughout the day and I'm sheltering in the library where I cannot hear the rain belting down anymore.
