Strange Fellow

I have no idea what the significance is of this character on the roof of the Cholmondeley Arms in Frodsham. That's Cholmondeley pronounced Chuml'y. Seems like a waste of letters to me.

He could be related to Harry Enfield's Miles Cholmondeley-Warner of the BBC, 1950s style.
