This Water's Giving Me Goosepimples!

Had a wander round Knightshayes Court gardens near Tiverton; took a number of landscapes but this character caught our attention in the kitchen garden, repeatedly dipping it's head in what appears to be the freezing cold water, then stropping it's beak on the metal bucket before preening it's feathers. An avian afficionado of the pleasure / pain principle?
