What's he up to?

I have no clue!! Lillian brought this photo with from her afternoon walk with her dear old lady friend. She was too scared to go closer and ask for permission to take the photo, but the fact that she saw a blipportunity in this really touched my heart!

This man was, apparently, promoting something or collecting money for something? ?. I dunno, but he was strikingly dressed in shorts and t-shirt with an apron, one leg and his face were painted green and there were a few cars and lots of people standing there and laughing their hearts out, whilst he stood in the middle of the busy intersection, doing his clowning!! Hehehehe
