Poor Tree

I'm not sure what happened to this tree or why?

It is beside the road in an avenue of trees. It has the top cut out and several branches removed.

I actually felt sorry for it. I'm sure it was once magnificent with beautiful colourful leaves in autumn. All the other trees in the line haven't been touched and are tall in there full glory!!
