collapsing water column

Just outside the conference centre, adorning the taxi rank, is this fountain.

Every 10 seconds, a fat column of water is shot about 30 feet into the air. Its form then disintegrates and it collapses dramatically on itself, as seen here.

This seems more interesting than what I have been listening to.
