They've dug a hole. This is where the new outlet structure is going to be built that regulates the outflow of reservoir water through the dam and into the irrigation canal. I didn't realize they were going to need to dig down so far. I think they still have a few feet to go. A coffer dam and pumps were put in to hold back the lake and pump the water on over the dam into the canal so area farms can still have irrigation water for the growing season.
