I have no idea what to call this guys job, but in Japan, whenever there is roadworks or any kind of maintenance work in the street, people are employed to redirect pedestrians and make sure everything is safe. It must be a very, very boring job because all you have to really do is bow and point as people walk past ignoring your existence.
