When is rubbish art?

Art installation? OCD rubbish collection? Pure randomness whatever it is. Spotted in a window - didn't think to look to see if it was an empty shop or a gallery. It's 'art' now that I've taken a photo of it. Well, it's a photo. I'm not sure about the art bit. It's a bit rubbish really :)
