Pop up library

I've heard of pop up shops, pop up galleries, and even pop up cafes, but never a pop up library.

It seems all you need is a busy street in London, some fencing to battle the busy street with, a chair, a paper, and oddly (not sure what its for) a ladder. You have to admire the cunning of the bloke, to wear a high-vis vest so as to blend in as a roadworker-type is a great tactic. My only tip off was that there wasn't any room in the library to do any work, just to sit and read the paper - caught.
