Why?

This sign puzzles me.
It's attached to a fence with a hedge behind it. There's not a lot going on to take a photo of. It's also on the least MOD bit of the site where a contractor has their offices.
A short walk further down the road there is massive amounts of rebuilding going on. Probably more photo ops there and no sign. Might not try it tho.
