Safety Chain

If you look at any pier around the world, there always seems to be at least one big fat chain that doesn't seem to do anything. It usually goes down into the water at one end and is firmly attached to the pier at the other.

WHY

Was the builder afraid that the ten thousand ton granite structure might float away on a high tide and felt the need to chain it down just in case ????
