No, I don't know what is it either. But it's 'art'.

It sits on a patch of grass round the back of the ruins of Reading Abbey.

Generally I'm not a fan of this kind of thing, but I do like the broken ball thingy with faces in it. That's rather cool.

I bet it cost an absolute fortune to commission as well.
