Ramsay Gardens animal

I often see this animal up there on the roof. This complex of buildings was designed (built?) by Patrick Geddes, Scotland's version of William Morris. It is situated right in the middle of the city.
I dont know that much about Morris so i am not sure if he was keen on urban living design in that there should be garden areas for everyone amongst other things, which Patrick Geddes was keen on.
He went toIndia, he met Tagore.
I ought to know more about this polymath of a man really.
