I watched two men install this marking where the asphalt markings had faded. on both sides of the road. It seems to be a metaphor for the sorry state of our road repairs. Yellow tape is a parking restriction, and the tickets for contraventions are a major source of income for local authorities.
I'd hope the picture might be used widely.
