A Romantic Ruin?

There's this curious ruin I pass every day to and from work.

Its a tower in the woods. It has 3 floors with windows and fire places on each level, so Im guessing it was manned in some respect (its too small to live in).

I think it had something to do with pumping oil from an underground tank because its on land owned by an oil company and sits on...an underground tank. Oh, and it has what looks like a sump sunk into the ground floor.

I thought it would make a good art studio (if it ha a roof and glass in the windows, of course).
