Still haven`t got the foggiest

as to what this is.
I blipped this Hawthorn tree a few weeks ago with the remnants of the cobwebby stuff on it
Walking past it today, it`s festooned with even more of the cobwebby stuff and hundreds of these little orange caterpillar thingies...the tree is still in bud and it appears to be the only tree along the road infested like this
