Foot under Freeway

This foot sits under the freeway I-5 in the midst of the Colonnade Mountain Bike Park, 2 acres of visually wonderful and athletically challenging (would be plain dangerous for me) bike trails. I've watched the trails grow around it but have no idea why it's there, but thought it could be the blip today...
