Q - Quarter to

This way of telling time used to have me confused. I noticed that in some countries, most specifically the USA, I hear people refer to the time as quarter to or quarter after. Quarter to what? Quarter after what?.

This is an old broken mantle clock that I bought years back from a second hand store. It supposedly came from Germany. I tried having it fixed to working order but the guy couldn't seem to make it tick. I sometimes open the back of it and gentle flick the chimes with my finger just to hear the beautiful notes.
